Mike Marcell is President of K2’s Critical Path Controls and Government Operating Solutions divisions. He has 20 years of experience in project management and controls, program scheduling, risk management, and Building Information Modeling (BIM) solutions, and has led projects for a wide range of clients that include government agencies, Lockheed Martin, General Electric, General Dynamics and Westinghouse.

Previously, Marcell was a Program Manager and Project Controls Manager with General Dynamics Robotic Systems, where he implemented the corporate earned value management system, developed operating procedures and standardized critical path methodologies (CPM).

Before joining General Dynamics, Marcell was a Project Controls Manager at K2 and oversaw the scheduling and planning of a $2 billion Federal Aviation Administration (FAA) program.

Marcell is an expert in CPM scheduling, software integration, enterprise portfolio management, risk mitigation, Program Management Information Systems (PMIS) and Earned Value Management Systems (EVMS).

Marcell is a board member of the National Capital Chapter of the Association for the Advancement of Cost Engineering (AACEi), a certified Planning and Schedule Professional (PSP) and Earned Value Professional (EVP). He is also a board member and instructor at the College of Performance Management and a Scheduling Professional at the Program Management Institute.

He received a Bachelor of Science (BS) degree and Master of Business Administration (MBA) degree from the University of Maryland.

Doug Davidson is the Vice President of Business Development. Before joining K2, he held numerous leadership positions in the Information Technology industry for more than 25 years. He is a Project Management Professional (PMP) with extensive business development experience.

Davidson is responsible for the strategic development of results-based solutions that enable government clients to meet operational and modernization goals. In his role, he thoroughly analyzes existing processes and practices of government agencies in order to help them achieve game-changing efficiencies and performance improvements.

Davidson is a minority shareholder and board member at Pinnacle Software Consulting, Inc. Pinnacle is K2’s protégé partner and he has served as a liaison between the two companies.

Davidson attended James Madison University where he earned a degree in Computer Information Systems from the school’s College of Business.

Lloyd Hooper is the Director of Cybersecurity at K2. In his role, he is a key player in the execution of a $253 million contract awarded to K2 by the Department of Homeland Security’s Countering Weapons of Mass Destruction Office (CWMD). The Radiation Portal Monitor Program (RPMP) project entails the deployment of radiation portal monitors across the US-Mexico and US-Canada borders to detect and prevent nuclear and radiological material or devices from entering the United States.

Hooper is an Information Services Security Officer (ISSO) with more than 20 years of experience in aligning security architecture, design, and engineering with plans, controls, processes, policies, and procedures to meet evolving cybersecurity & cloud technology standards.

Hooper is a solutions-oriented security specialist with experience managing complex IT environments, developing technical solutions, and directing risk management initiatives. He is proficient in establishing information security objectives and is an expert in cross functional collaboration with diverse teams and stakeholders.

As a cybersecurity professional, Hooper has led ongoing authorization activities associated with evaluating, implementing, and managing security practices across federal agencies in accordance with Department of Homeland Security’s (DHS) Sensitive Systems Policy Directive 4300A.

Hooper has delivered results-oriented, agile security services that provide the capabilities necessary to manage a Risk Management Program and its functionalities. These activities continuously improve and automate a program’s processes while leveraging the best practices of the National Institute of Standards and Technology’s (NIST) risk management and cybersecurity frameworks.

Todd Wilson is the Director of our Government Operating Solutions (GOS) division. In
addition to leading K2’s current IT Programs at WMATA and USDA, Todd is responsible
for Business Development, Capability Development & Expansion, and Project Growth.

Over the last 17 years, Todd has managed programs supporting a wide range of
government and military agencies, including the Department of Defense, the
Department of Homeland Security, and the U.S. Army, Navy, and Air Force. He brings
extensive project management and federal consulting experience and has led captures
and delivered program support on contracts exceeding $50 Million.

Before joining K2, Todd was a Strategic Partner Executive at Amazon Web Services,
leading the AWS Cloud partnership with a Fortune 500 Federal Systems Integrator
across its DoD/National Security/Intelligence Community portfolios, where he was
personally responsible for more than $25 Million in annual sales. Prior to AWS, he was
the Manager of Federal Partnerships and Business Development at Verizon Enterprise
Solutions and an Army Business Development Associate at Booz Allen. Since 2006,
Todd has specialized in IT Solutions, Management Consulting, Capture & Business
Development, and Human Capital Management assisting customers across Federal,
State and Local Government agencies, along with commercial clients.

Todd attended the Virginia Military Institute (VMI), where he graduated with distinction.
